Raporti vlerëson përparimin e Kosovës, por shpreh shqetësim për bllokadën politike dhe vonesat në proceset reformuese. Sipas dokumentit, vendi ka humbur një periudhë të rëndësishme për shkak të mosfunksionimit të plotë institucional, gjë që mund të ndikojë edhe në shfrytëzimin e mundësive që ofron Bashkimi Evropian.Megjithatë, raporti mbështet rrugën evropiane të Kosovës, duke kërkuar që shtetet anëtare të BE-së të avancojnë procedurat për statusin kandidat të vendit.
